[EN] : EPSO wishes to enter into a framework service contract for branding and marketing of staff selection procedures on the institutions of the European Union.
The general requirements can be summarised as follows:
The services covered by this call for tenders are:

— consultancy for innovative marketing,

— copywriting, editing, translation.
The products covered by this call for tenders are:
— advertising,
— applicant tracking products,
— web content, web design and technical implementation,
— video production.
The services must be rendered in the current official languages of the European Union (Bulgarian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Irish, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian, Spanish and Swedish); marketing may also have to be run in the languages of the applicant countries. Publication will require technical capacity in at least the Latin, Greek and Cyrillic alphabets.
The services must be rendered in daily collaboration with the contracting authority in order to produce all materials in compliance with the timetable of the selection procedures and ensure the principle of equality in the information provided to applicants through the print and online media.
The contractor will be fully responsible for placing the advertisements in the media, in the languages required, on the days planned, in the sizes and at the cost accepted by EPSO, and will forward cuttings or screenshots from the media in which the advertisements were placed no more than 8 days after their appearance.
Information and data on the content and presentation of advertisements must be exchanged by electronic mail in the formats used by EPSO, i.e. currently Adobe Acrobat's pdf format.
The contract may be used by other institutions and agencies. For the purpose of monitoring the framework contract, the contractor will be responsible for informing EPSO in good time of the use made of the framework contract by the other institutions and agencies, and to provide quarterly consumption sheets.

[FR] : L'EPSO (Office européen de sélection du personnel) souhaite conclure un contrat-cadre de services relatif à la stratégie de marque et au marketing de procédures de sélection de personnel pour les institutions de l'Union européenne.
Les exigences générales sont mentionnées ci-après.
Les services couverts par le présent appel d'offres sont les suivants:

Les services doivent être fournies dans les langues officielles actuelles de l'Union européenne (allemand, anglais, bulgare, danois, espagnol, estonien, finnois, français, grec, hongrois, irlandais, italien, letton, lituanien, maltais, néerlandais, polonais, portugais, roumain, slovaque, slovène, suédois et tchèque); les langues des pays candidats peuvent également être requises pour des besoins de marketing. La publication requiert des capacités techniques pour les alphabets latin, grec et cyrillique, au moins.
Les services doivent être fournis dans le cadre d'une collaboration quotidienne avec le pouvoir adjudicateur de manière à assurer la production de l'ensemble du matériel dans le respect du calendrier des procédures de sélection et en vue de garantir le principe d'égalité dans le traitement des informations fournies aux candidats via la presse écrite et les médias en ligne.
Le contractant sera pleinement responsable de la publication des annonces publicitaires dans les médias, dans les langues requises, les jours prévus, dans les dimensions et aux coûts approuvés par l'EPSO. Le contractant devra transmettre des coupures ou des captures d'écran des médias dans lesquels les annonces publicitaires ont été placées, dans un délai de 8 jours au maximum à compter de la publication.
Les informations et les données à propos du contenu et de la présentation des annonces doivent être échangées par courrier électronique dans les formats utilisés par l'EPSO, le format actuel étant le PDF Adobe Acrobat.
Il se peut que d'autres institutions ou agences utilisent ce contrat. À des fins de suivi du contrat-cadre, le contractant est tenu d'informer l'EPSO, en temps voulu, de l'utilisation du contrat-cadre par d'autres institutions et agences, et de fournir des bilans trimestriels de la consommation.

Die Dienstleistungen sind in den derzeitigen Amtssprachen der Europäischen Union zu erbringen (Bulgarisch, Dänisch, Deutsch, Englisch, Estnisch, Finnisch, Französisch, Griechisch, Irisch, Italienisch, Lettisch, Litauisch, Maltesisch, Niederländisch, Polnisch, Portugiesisch, Rumänisch, Schwedisch, Slowakisch, Slowenisch, Spanisch, Tschechisch und Ungarisch); Marketingmaßnahmen können auch in den Sprachen der Bewerberländer verlangt werden. Die Publikation erfordert technische Kapazität in mindestens dem lateinischen, griechischen und kyrillischen Alphabet.
Die Dienstleistungen sind in täglicher Zusammenarbeit mit dem öffentlichen Auftraggeber auszuführen, um alle Materialien nach dem Zeitplan der Auswahlverfahren herzustellen und den Gleichheitsgrundsatz in Bezug auf die den Bewerbern durch Print- und Online-Medien erteilten Informationen zu gewährleisten.
Der Auftragnehmer hat die volle Verantwortung für die Veröffentlichung der Anzeigen in den Medien, in den verlangten Sprachen, an den geplanten Tagen, in den Größen und zu den Kosten, die vom EPSO genehmigt wurden, und übermittelt Zeitungsausschnitte oder Bildschirmkopien aus den Medien, in denen die Anzeigen erschienen sind, spätestens 8 Tage nach ihrem Erscheinen.
Informationen und Daten über den Inhalt und die Präsentation der Anzeigen sind per E-Mail in den vom EPSO benutzten Formaten auszutauschen, d h. derzeit im pdf-Format, Adobe Acrobat.
Andere Institutionen und Agenturen können den Vertrag ebenfalls nutzen. Zum Zweck der Überwachung des Rahmenvertrags ist der Auftragnehmer dafür verantwortlich, EPSO zeitnah über die Nutzung des Rahmenvertrags durch andere Institutionen und Agenturen zu informieren und vierteljährliche Berichte über die Inanspruchnahme vorzulegen.

he European Union is the source of several patent and trademark applications every year. The European Commission creates daily also other types of intellectual property (IP) in its activities and programmes. The administrative IP management of the European Union has been entrusted to the European Commission's Joint Research Centre (JRC). The JRC provides support and advice on IP issues to all the Commission services and EU institutions, bodies and agencies. The aim of the present open call for tender is to establish framework contracts for the provision of services in 3 different lots: lot 1: IPR-portfolio management, lot 2: IPR legal advice and lot 3: IPR-annuities and renewals management. The maximum duration of the framework contracts are 4 years. Tenderers can send offers for all lots.

Zahlreiche Patente und Marken werden jedes Jahr von der Europäischen Union angemeldet. Zudem schafft die Europäische Kommission im Rahmen ihrer Tätigkeiten und Programme täglich verschiedene weitere Arten geistigen Eigentums. Das administrative Management von geistigem Eigentum der Europäischen Union wurde der Gemeinsamen Forschungsstelle (JRC) der Europäischen Kommission übertragen. Die JRC leistet Unterstützung und Beratung zu Fragen des geistigen Eigentums für alle Dienststellen der Kommission sowie für die Organe, Einrichtungen und Agenturen der EU. Der Rahmenvertrag wird eine Vielzahl von Dienstleistungen zur Unterstützung der Kommunikation der Kommission in den Bereichen Beschäftigung, Soziales und Integration und in Bezug auf politische Maßnahmen der EU umfassen, so z. B.:
a) Unterstützung bei der Kommunikationsplanung und bei Kampagnen;
b) Unterstützung der Beziehungen zu den Medien;
